Specifications include, but are not limited to:Project Objectives The City is seeking to develop a master plan for the park that will provide the City with a road map as to how best incorporate and implement necessary infrastructure improvements and to allow the City accommodate better the current and future use by the public at the park. Offerors shall assume a clean slate approach to the master plan which at the minimum shall include the primary needs listed below as well as provide synergy with the neighboring Sherwood Community Center and City of Fairfax Police Station and other major redevelopment projects in the vicinity. The master plan should specifically address the following identified primary needs: 1.Parking and Ingress/Egress Based on the current level of use by patrons of the park, there is insufficient parking at times. In addition the ingress and egress into and out of the park is restricted to one entrance. The one entrance connects to Old Lee Hwy, a main corridor into Historic Old Town. In addition, there is heavy pedestrian traffic as there are several schools and churches along the corridor. 2.Restrooms There are no permanent year-round restrooms available within the park, therefore the City utilizes portable toilet facilities to accommodate patron needs. There are public restrooms available at the Sherwood Community Center and the City of Fairfax Police Department, both located adjacent to the park. 3.Park Amenities Location The current configuration of park amenities needs to be examined to make sure they are ideal located currently or if they should be relocated. 4.Skate Park Renovation The Skate Park is due for renovation and the current location may or may not be the ideal location. In addition, an at-level skate park is desired. The current location is in the front yard of the park. A determination needs to be made so that a complete renovation can be completed before the skate park becomes unusable. 5. Volleyball Courts The volleyball courts are located in the front yard of the park. They are used frequently in warm weather, but are not lit. Location and the feasibility of lighting need to be examined. 6. Basketball Court The current basketball court is located behind the skate park. It is heavily used and is semi-lit. There may be a need for additional court space and if so the location will have to be examined. 7. Childrens Playgrounds There are two playgrounds that are not connected. The main playground is comprised of multiple pieces but is not coordinated well. In addition, the playground equipment will need replacing soon. The main playground is located adjacent to the large picnic pavilion and should be evaluated to determine if its current location, size and style accommodate current and future needs. 8. Picnic Pavilions The large pavilion is located adjacent to the main playground and should be evaluated to determine if additional picnic pavilions are needed. The smaller pavilion is located in front of the tennis courts. The location of pavilions, large and small, should be evaluated to determine if they accommodate current and future needs. Statistics for pavilion rentals will be provided
