Specifications include, but are not limited to:Project Site:75 Shelburne Road (the site of the old National Guard Armory). Project Description and Scope:Description: The building is required to relocate the City parks maintenance staff of approximately 30 fulltime and 10 seasonal staff to the Armory site at 75 Shelburne road. A pre-engineered building is the choicethe City of Asheville feels will be most economical to the site and 6000 square feet to house staff. Thebuilding space requirement needs for the staff include 2 to 3 private office spaces, at least 12 work stationsfor employees. A ready room for meetings and employee assembly time. An employee break room withkitchen area for kitchen appliances. There will be mens and womens restrooms that will have showersand locker space available for employees. The building will include a section for work shop space andstorage for equipment, cleaning supplies and tools. The shop space will need to store materials that theParks staff use to maintain city property.The Design-Builders scope of work will include:1. Pre-construction project planning including assistance in the preparation of a schedule,preliminary cost estimate and value engineering measures.2. Preparing site, architectural, structural, mechanical, plumbing and electrical design plansbased on Owners criteria document and prototype information to include:a. Building Design: building plan configuration and elevation elements including exteriorbuilding skin materials and colors, foundation, structural and roof systems, buildingfenestration and openings, overall dimensions, materials testing requirements,Mechanical/Electrical/Plumbing design including systems, equipment and calculations,energy and performance modeling, systems review, coordination and integration toinclude all utilities and controls, assess and coordinate submittals.b. Site development: The City of Asheville is working now with AMEC Foster Wheeler on a sitedesign. The winning Firm/team will use that site plan for the site development part of theproject. The plan includes site access, easements, circulation and vehicular access, setbackrequirements, parking areas, general landscape concept, tree protection measures, lightingareas, utility routing, utility connections and storm water measure locations.3. Development and refinement of cost estimates and project schedules.4. Construction administration and observation including conferences, weekly siteobservations and meetings. 5. Project closeout, establishment of warranties and guarantees.
