Specifications include, but are not limited to:The Navajo Nation is the largest federally recognized Indian Tribe in the United States and occupies a land base of approximately 27,000 square miles and extends into three states: Arizona, New Mexico and Utah. On August 22, 1996, the Public Law 104-193, the Personal ResponsibilityandWorkOpportunityRe c o n c i l i a t i o n A c t ( P R W O R A ) o f 1 9 9 6 w a s s i g n e d i n t o law. This law ended the Aid to Families and Dependent Children (AFDC) Programs and created Block Grants to States authorizing Indian Tribes to apply for and to administer their own Temporary Assistance to Needy Families (TANF) Program. As a result of Public Law 104-193, in Fiscal Year (FY) 2000, the Department of Health and Human Services (DHHS), Administration to Children and Families (ACF), Washington, D.C. approved for the Navajo Nation to administer its own Temporary Assistance to Needy Families (TANF) Program, now known as the Navajo Nation Department for Self Reliance (NNDSR). Subsequently, the NNDSR (TANF) was established to reduce dependency on public assistance by promoting job preparation, work and family stability; to prevent and reduce the prevalence of out-of-wedlock pregnancies; and to encourage the formation, maintenance and strengthening of two-parent families to eligible Navajo families. II. SCOPE OF CONTRACT The Navajo Nation intends to enter into a Services Contract with a responsible, qualified and accredited contractor who shall provide services of a specific nature to the NNDSR staff who are seeking a Certificate in Human Services and/or Associate of Arts in Human Services. The primary purpose of this Human Services Certificate Program is designed to develop and improve Case Management principles of interviewing, techniques for assessment and evaluation for intervention, intake, treatment planning skills, group dynamics, listening skills, ethics, confidentiality, responsibility, client relationships, identifying the system of stress, interpersonal relationships, marriage, parenting, working and professionalism in the human services area. Also, develop and improve writing skills emphasizing narrative and descriptive writing. Ability to communicate in writing. Techniques of public speaking with staff preparing and presenting issues through individual speeches. A general introduction to sociological perspectives of social institutions, class, power, conflict, change, culture and socialization.
