Specifications include, but are not limited to:1. Identify six local defense services supply chain businesses to participate in pilot program. Nomore than two businesses should be from the same industry and the businesses selected shouldrepresent the geographical diversity of Washingtons defense community. For purposes of thisproposal a qualified defense impacted firm is defined as a business who is deriving a minimum of40% business revenue from DOD contracts or as a subcontract. The business must experience aloss of or demonstrate an imminent threat of a loss of at least 5% of sales and/or production dueto reduced DOD expenditures. Data on sales, production and employment must be current as ofthe immediate past 24 - month period for losses and in the case of imminent threat, a projectionfor the immediate future 24 month period must be provided. Criteria that will also be used todetermine eligibility for participation in the pilot program will include willingness to serve as a casestudy participant and having certain data available for inclusion in the public documents.1.1. Assess the capacity of their industry to transform, utilizing its human, technology, equipmentand entrepreneurial capital as assets.1.2. Assess the business for growth potential by expanding its client base, developing newapplications for its products, encouraging technology transfers and accelerating thecommercialization of defense-related products.1.3. Conduct Asset Mapping for each company to include, but not be limited to:1.3.1.Resources, including venture capital;1.3.2.Social network mapping;1.3.3.Higher Education;1.3.4.Federal, state, and local resources;1.3.5.Technology transfer and commercialization assistance1.4. Develop strategy to support the growth potential of these companies based on the asset map2. Discuss various components of strategy and diversification/training assistance, including:2.1. Potential export and market development training2.2. Provide Lean/Six Sigma Consulting/Business Process Reengineering where applicable2.3. Identify diversification assistance opportunities2.4. Provide a process by which an executive leadership team can ask and answer criticalstrategic questions about their financial future;2.5. Create a high-level best practices plan that will guide other organizations in securing theirfinancial futures following the reduction in financial investment by the DOD; and,2.6. Align private organizations leadership team around a viable, specific, compelling, and clearlyunderstood path forward to secure the short and long-term sustainability of theirorganizations
