The City Councildevelops and adopts legislation and policies to direct the City organization, but employs aprofessional administrator (the City Manager) to manage and oversee all City personneland operations to carry out the councils direction. The cities are organized intodepartments, with the Eugene Springfield Fire Department representing a functionalconsolidation of the City of Eugene Fire & EMS Department and the City of SpringfieldDepartment of Fire & Life Safety.The City Councils consists of Councilors, who each shall reside in a specific geographicward, and are elected by the city at large on a nonpartisan ballot for staggered four-yearterms. The Mayor is the Chief Elected Officer of each city. The Mayor is elected from thecity at large on a nonpartisan ballot for a four-year term.
