Specifications include, but are not limited to:The Contractor shall schedule and perform one (1) complete cycle of each location each day (as listed on Attachment Q and Attachment R) for each scheduled courier run (Run #1 and Run #2), Monday through Friday, five (5) days per week, except State Holidays and other state closures.The Contractor shall schedule the arrival and departure time at each location (to be determined). See Attachment Q (Run # 1 Baltimore/Jessup Vicinity) and Attachment R (Run #2 Annapolis and Vicinity) for actual schedule (pick-up and delivery times are subject to change).The Contractor must be able to pick up four to five (4-5) bins weighing 20-25 lbs. each from the DGS Mailroom.The Contractor must give the DGS Contract Monitor at least a 24-hour advance notification if the regular courier person is scheduled to be substituted with another. For unscheduled substitution, such as illness of courier, DGS shall receive notice. The substitute courier(s) name shall be given to DGS as quickly as practicable.If for any reason an employee of DGS must provide courier services due to a substitute courier(s) not being provided by the Contractor, DGS shall bill the Contractor at the standard variable billing rate provided by the Contractor for any courier services provided by the State employee(s).Additional runs may be added or deleted from the contract with prior approval of the Procurement Officer at the DGS Contract Monitors request. Special runs will be added to the contract on an as needed basis. The DGS Contract Monitor will notify the Contractor at least twenty-four (24) hours in advance of any additional or special runs to this contract.No additional charges by the contractor shall be billed to the agency or institution unless by modification to the contract.Additional regular runs or special runs, as well as additional locations to an existing run under the contract, may be added with prior approval of the Procurement Officer. DGS will notify the Contractor at least twenty-four (24) hours in advance of any additional locations or runs to be added.Due to the transporting of sensitive information, such as, criminal history record information, all couriers must be bonded. (See Section 3.4.4 Employee Theft Insurance)The using agencies will provide locked containers that will be required to transport any sensitive information.Should DGS find any courier employee undesirable under this contract, the DGS Contract Monitor shall immediately notify the Contractors representative verbally, followed by a written notification to the Contractor. The Contractor shall be responsible for the conduct of the courier and liable for any actions or inaction of the courier while performing work under this contract.The courier may be required to sign a route slip at each location indicating the name, date and time of the delivery.
