L. 1989, Chapter 51 to meet the needs of County residents, as identified in County's Comprehensive Alcoholism and DrugAbuseServicesplans.Thesefundsare d e s i g n e d t o p r o v i d e a s a f e t y n e t o f alcoholism & drug/substance abuse services for residents of Somerset County who meet the Federal guidelines of low and/or low-moderate income guidelines up to 350% (Attachment G) and/or fall into the following categories of need/populations: adolescents, adults, criminal offenders, especially DWI, women, women with children, persons with co-occurring disorders and seniors whose needs may not be met by other f u n d s a n d a r e r e q u i r i n g C h a p t e r 5 1 f u n d i n g a s a s a f e t y n e t t o p r o v i d e o t h e r w i s e u n m e t services. Special emphasis is for the following target populations: Persons with co- occurring disorders, criminal offenders and persons with DWIs not covered by any other funding sources or means of payment. County funding is payment of last resort. Somerset County anticipates providing funding for DMHAS non-profit licensed substance abuse provider agencies to purchase substance abuse services for the citizens of Somerset County for 2016 in the amount of $402,095. We have committed $286,289 through a previous RFP submitted through this process on December 8, 2015. We understand that there is a tremendous need for services and for funding in our community; however, this RFP is soliciting responses for the following Services and Levels of care in accordance with the American Society of Addiction Medicine (ASAM). All clients are assessed on the NJ-SAMS according to Dimension criteria-LOCI (Level of Care Index) 1) Acute Intoxication and/or Withdrawal Potential 2) Biomedical Conditions and Complications 3) Emotional, Behavioral, or Cognitive Conditions and Complications 4) Readiness to Change 5) Relapse, Continued Use, or Continued Problem Potential 6) Recovery/Living Environment
