Specifications include, but are not limited to: It is the intent of Washoe County and the District Court to contract with qualified and properly licensed counseling personnel to provide counseling services for defendants in the criminal Adult Drug Court. Detailed descriptions of these services are provided in the General Guidelines section of this document. Resultant agreement(s) shall be for an initial twelve (12) month period. Washoe County shall reserve the option to renew the Agreement(s), for two (2) additional one (1) year periods, at the discretion of the District Court. 2. BACKGROUND: Since 1995, the Court has contracted with outside providers to provide counseling services for participants in the Adult Drug Court. 2.1. The Adult Drug Court was established in 1995 as a specialty court designed to engage the drug-addicted criminal offender in intensive therapeutic and judicial intervention, with the goal of reducing further involvement in the criminal justice system. The philosophy of this problem-solving court is to provide an effective mechanism to resolve underlying issues that contribute to substance abuse-related crime. Up to 192 new participants are enrolled in Adult Drug Court each year. It will be the responsibility of the successful proposer to work with the current provider concerning these cases and transition and/or work with those clients that are currently in the program. 2.2. The average length of stay in the program is eighteen months for Adult Drug Court. Currently Washoe County pays the entire cost of counseling to the treatment provider at the beginning of a participants program and then charges the cost back to the participant later in the program. 3. PROJECT ABSTRACT: The contractor is responsible for the professional quality, technical accuracy, timely completion, and coordination of all services furnished through the contract and agrees to follow practices consistent with generally accepted professional and technical standards for drug treatment. 3.1. The contractor must enter attendance and other treatment performance data into the electronic database, Drug Court Case Management (DCCM) within 48 hours of the treatment event.
