Specifications include, but are not limited to:. PROJECT DESCRIPTION AND SCOPE OF WORK A. SCOPE OF WORK The Nebraska Department of Roads (NDOR) is requesting proposals for the installation of already purchased Motorola APX 4500 radios in maintenance vehicles. NDOR is organized geographically into eight (8) districts. Each district will have between approximately one (1) and four (4) installation locations, excluding Districts 3 and 4 which will not requiring installation. Vendors may bid on a single district or multiple districts. On the Cost Proposal Bid Sheet, Vendor shall bid one overall price per district regardless of the quantity of installation locations noted in Exhibits 1 through 8. Installations will take place at multiple locations across the state. Installation specifications are contained in Attachment A. All installations must meet the requirements of this RFP. Radios will be installed in large plow trucks, pickups, graders, loaders, and other specialized equipment. Radios installed in large trucks have remote mount control heads, most other radios are dash mount type. Installation in large trucks may include the removal of the existing low band radios and antennas. Installation in pickups that will have multiple radios will include installation of NDOR supplied hump mount consoles and relocation of existing radio controls to hump mount consoles. Lists of equipment, configurations, and installation locations are included in Exhibits 1 through 8. B. WORK PLAN Vendors may bid on a single district or multiple districts. NDOR is organized geographically into eight (8) districts. Each district will have between approximately one (1) and four (4) installation locations, excluding Districts 3 and 4 which will not requiring installation. Contractor shall begin installations within five (5) business days following the mandatory Project Management Meeting. Installations must be completed within a schedule that varies depending on the total number of radios installed by the Contractor. The total days allowable can be determined for any number of total installations from the following schedule. The daily installation rate is the minimum average to complete on schedule. Some days could be more, some less, as long as the average rate is achieved. 1. Up to 50 installations: Three (3) installations per business day; 17 business days maximum (for 50 installations); 2. 51 to 100 installations: 17 business days plus four (4) installations per business day beginning with the 51st installation; 29 business days maximum (for 100 installations); or 3. Over 100 installations: 29 business days plus five (5) installations per business day beginning with the 101st installation. Example 1: 39 Business Days Max for 150 installations Example 2: 49 Business Days Max for 200 installations Business days are considered Monday through Friday, excluding State Holidays. NOTE: NDOR may allow additional time if the Contractor is unable to make equipment available on a working day due to storm event or other maintenance needs, for example. Contractors will be expected to make steady progress on the schedule. The NDOR District Inspector will arrange for the equipment to be at the installation location on a schedule to meet the above requirements. Any changes to the planned schedule must be addressed with the NDOR District Inspector and approved in advance by the NDOR Project Manager. C. MANDATORY PROJECT MANAGEMENT MEETING A mandatory meeting with the NDOR Project Manager, NDOR District Inspectors and the Contractor shall take place within five (5) business days after contract award. The meeting will address the following items: 1. Review details of the installations; 2. Establish an installation schedule for each location (NDOR will coordinate and be responsible for bringing vehicles to installation sites); 3. Make sure Contractor contact information is current and correct; and 4. Answer questions regarding specific installations. The meeting will be arranged at a location in the district where the installations will take place. In the event a Contractor is awarded multiple districts, NDOR will consolidate to reduce the number of meetings, to the extent practicable.Page 36Agency Cost Only RFP Revised: 01/29/2016 D. ACCEPTANCE Contractor shall complete a checklist, supplied by NDOR, for every radio installation (see Attachment B) and submit completed checklists to the NDOR for approval. NDOR shall inspect and approve each installation prior to acceptance. E. CHANGE MANAGEMENT NDOR includes additional radio related work as part of the contract requirements of Motorola Radio Installations. However, there may arise from time to time a need for work not originally specifically delineated in this RFP but considered within the scope of work as it relates to technology. This additional work may stem from radio related needs not otherwise addressed in Section IV. 1. CHANGE MANAGEMENT PROCESSThe Contractor may submit Change Orders which fall under change management as described herein. An hourly rate for Change Management must be included on the Cost Proposal Bid Sheet. The Change Order must be acknowledged and accepted in writing by NDOR before any additional work is undertaken. Each Change Order Request submitted by the Contractor will: i. Provide a clear description of what is included in each change request. 2. FIXED HOURLY RATESNDOR requires the following pricing approach be used when addressing Change Management tasks and activities: i. An hourly rate for Change Management must be included on the Cost Proposal Bid Sheet. Invoices must clearly identify the change project, the staff involved, and the hourly rate established in the RFP response. F. DELIVERABLES (REQUIRED) 1. Contractor shall install Motorola APX 4500 mobile radios in NDOR equipment as specified in Attachment A Specifications, and within the scheduled time frame as described in IV.B. Work Plan of this RFP. 2. A checklist (Attachment B), supplied by NDOR, shall be completed for every radio installation and submitted to the NDOR for approval. The installation checklist must contain an NDOR approval signature for any installation to be considered complete for acceptance. G. PAYMENT SCHEDULE The payment schedule for the project is tied to specific dates and deliverables. Only installations complete with an NDOR approval signature may be invoiced to the Department of Roads. Invoices may be submitted by the Contractor based on the completion and acceptance of related deliverables. No invoice will be approved unless the associated deliverables have been approved
