Specifications include, but are not limited to:For cases where financial report forms and/or supplemental schedules as required in Tax Rule 16 are not filed with the Department within 30 days of the due date or are filed incompletely or with errors, the contractor will:Travel to the office of the municipalitiesReview the financial records there using the Department's instructionsUsing the Departments instructions, compile and/or complete the forms and supplemental schedulesForward the completed financial reports to the DepartmentSuch work is not to be an audit nor is it to be considered an audit by the municipal officials except in the case of Tax Rule 16 requirements.The successful bidder must do this work at the office of the municipality or in the area near the office. The records of the municipality must not be removed from its office or near area without prior approval of both the municipality and the Department.Compilations or recompilations must be completed using the financial records kept by the municipal clerk and treasurer or finance person, as applicable.The contractor will make all necessary arrangements with the officials of the municipality to review their records and perform the work.The Department will send the contractor a blank financial report form, a photocopy of the unacceptable financial report form (if applicable), and last known name, address, and telephone number of the clerk. An explanation of any errors will also be included.The work must produce:A balanced financial report with a rounding adjustment of $50 or less filed electronically using the Department's online form. The cash and investment balances must be reconciled to the bank's records and tax collections must be reconciled to the Tax District Treasurer's Settlement Sheet.A copy of work papers detailing the reconciliation of cash and investments balances to bank balances, for both the beginning and end of the year in question.The contractor's other work papers and correspondence related to this work must be available for review upon request by the Department. Contractor must also provide name and resumes of all staff who will be assigned to this contract.
