Specifications include, but are not limited to:To assist in its efforts, the City of Norfolks Department of Cultural Facilities, Arts and Entertainment's(DCFAE) anticipates retaining the services of a qualified consultant (the offeror). The offeror is expectedto familiarize itself with the Citys history, culture, environment and market. Duties of the selected firmwill include, but may not be limited to, the following:1. Assess the naming opportunity for Harbor Park and recommend pricing level and terms based onbenchmark data, industry trends and any additional knowledge the firm has.2. Develop a list of prospects for naming opportunity. Some leads may be provided by the City, butthere is an expectation that the firm will also identify and include additional new prospects on the list.3. Take the lead role in creating, implementing and managing a solicitation strategy that incorporatesexisting City efforts, personnel and partners.4. Work with the Department Director, the Citys legal counsel, and the City Manager to develop andexecute a naming rights agreement.5. Recommend additional naming opportunities within the stadium, including pricing levels and terms,above and beyond the overall naming rights for the facility, that the City may consider implementing onits own or in conjunction with the firms solicitation efforts.6. Provide timeline and thorough explanation of total process, including how much time will be spent inNorfolk.Additionally, while this project includes only the overall naming rights for Harbor Park Stadium, proposea process for how to handle philanthropic opportunities, and/or interest in naming a component of thefacility other than rights for overall facilitys name, or for any other of the venues within the departmentthat present themselves during the firms ongoing solicitations for the facilitys naming rights.The successful offeror shall have complete responsibility to manage all aspects of the naming rightsfulfillment and to be the key contact for all prospect relationships. All accounting, collections, remittingof payments pursuant to any contract agreement shall be the responsibility of the successful offeror.The successful offeror will respond to the DCFAE staff, as requested, with appropriate reports andrecords reflecting the financial results of naming rights elements.
