Specifications include, but are not limited to:. The County of Santa Cruz (County) in partnership with the Sempervirens Fund invites experienced consultants to submit their professional qualifications and proposals for services to provide a Coastal Restoration/Reuse Plan, including draft local Coastal Program Amendments, with priority consideration of a public entrance to the Cotoni-Coast Dairies and San Vicente Forest properties, for the closed LONE STAR CALIFORNIA, INC. plant site located in Davenport, CA (the Project). Information and/or materials provided shall include but not be limited to evidence of being or contracting with, fully licensed, insured, bonded, and certified contractors, and ability to furnish all labor, tools, equipment, and incidentals required to provide the Project for the County of Santa Cruz. The guiding principles and deliverables of the selected consultant will be to create and implement a comprehensive program as described in Section 3 - Scope of Work. The Project site is owned by Lone Star California, Inc., which will be solely responsible for any future development proposals for the property. The work performed by the chosen consultant will be at a planning level and will identify possible future economically feasible reuse options and plan level local coastal program amendments. Lone Star California, Inc. will be invited to provide input and any implementation of any development proposal will be at the discretion of the owner of the property. It is the Countys intent to solicit only one RFP for Consulting Services as an independent contract agreement for the Project, and award all services to a single consultant. If a consultant is capable of providing most services, but for some reason not all, the County will consider alternatives such as partnerships between consultants. If a consultant partnership is submitted, a clear explanation of the qualifications, roles and responsibilities of each partner must be contained within the response, and a single point of contact representing the partnership will be required for interaction with the County
