Specifications include, but are not limited to: SCOPE OF WORKThis is a turnkey Project in which the final product will consist of a Plans, Specifications, & Estimates (PS&E) package for the fabrication and installation of citywide Wayfinding signs. The Scope of Work shall include four major elements. These elements include: (1) Assessment, (2) Program Design and Development, (3) Bid Documents, and (4) Contractor Selection and Construction Management Assistance. 1. Assessment: It is anticipated this phase of the Program will include, but not be limited to, the following elements: Develop a process to work cooperatively with City staff and key stakeholders groups such as the Development and Planning Related Ad Hoc Committee and the Economic Development Committee. Using City staff and stakeholder input, field assessments, and existing data and reports, conduct an assessment of general geographic and environmental conditions, vehicular traffic movements, foot traffic patterns, architectural and streetscape styles, and the location of key landmarks, attractions and amenities. Evaluate and document existing wayfinding signage and locations, including but not limited to state, county, and city directional signage, city limits signage, etc. Evaluate all proposed zoning plans including the Old Town Santa Fe District and Packing House District Transit Oriented Development Zoning Amendment.Request for Proposals Consulting Services for Citywide Wayfinding Sign Program Page 5 Recommend existing signage that should be removed, replaced, relocated and/or consolidated. Evaluate feasibility of reusing existing locations, poles, hardware on an individual location basis. Assess existing branding for Placentia as exhibited by other existing identity signage, landmarks, and design guideline documents, for incorporation into the proposed designs for new signage. Identify and evaluate City, County, and State requirements as related to wayfinding signage. Develop a comprehensive listing of all attractions and destinations within the City of Placentia taking into account the input from various stakeholders including staff, elected and appointed officials. Participate in biweekly (every two weeks) conference call meetings with City staff or as needed in conjunction with an approved schedule. Prepare six (6) conceptual design options of the Wayfinding Signs. The designs should be in sufficient realistic detail and color, and should reflect the overall character of the City. Prepare a City map identifying various Wayfinding Signs locations including the details of each sign and signage type, including but not limited to: Vehicular Directional Signage and Entry Way Signs City Monument Signs Pedestrian Signage Kiosk Signage District Signage: Old Town Santa Fe District and Packing House District must include destination entry way signs, pedestrian level signage, public parking signage, and kiosk signage. Present the conceptual design options and the sign location map at up to four (4) public meetings, which include the following Stakeholder Groups: General Community Meeting Economic Development Committee Meeting Development and Planning Related Ad Hoc Committee Meeting Placentia City Council Meeting Prepare a final design of the Wayfinding sign including all materials to be used for sign and post, background color and letter type, and installation procedures. Prepare a final Wayfinding sign layout map of the City showing all the final sign locations, sign details, and specifications. Supply the City with electronic copies as well as hard copies of all presentations and the final product. Prepare the preliminary and final cost estimate for the sign program.Request for Proposals Consulting Services for Citywide Wayfinding Sign Program Page 6 2. Program Design and Development: It is anticipated this phase of the Project will include, but not be limited to, the following elements: Analyze architectural elements, materials, themes, and existing Study documents, in order to develop an appropriate design aesthetic for the system. Refine design concepts into a final design for review and consideration. Prepare a Sign Message Schedule on location plan. Conduct the four (4) public meetings with Citys Stakeholder Groups to solicit input. Complete refinements of preferred design concepts based on City Stakeholder Group and City staff input. Present the full sign type and locations array to Stakeholder Groups and City staff. Revise the individual sign type designs and locations per final comments of the Stakeholder groups (as needed). Once the design concepts and locations are approved by staff, the consultant will prepare: Final Design Intent Drawings (exact dimensions, letter heights, materials, mounting details, color specifications, and material performance standards) with written statement regarding rationale for design choices, materials, method of fabrication, and how systems can be modified over time. Design development drawings must include the scale of wayfinding signs in relation to pedestrian and vehicular levels. Statement of Probable Cost for the fabrication, installation, and maintenance of the wayfinding system. Present and review them with the City Council for approval prior to completing the final designs and documentation. 3. Bid Documents: Once approved by City Staff and City Council the Consultant will prepare the necessary documentation to bid out the fabrication and installation. The construction or technical shop drawings should, at a minimum, show and indicate all materials, finishes, construction details, and installation details of artwork and signage structure. This includes types and locations of fasteners, attachments, joint details, internal frames, reinforcements, support backing, and connection to support structure or mounting surface.Request for Proposals Consulting Services for Citywide Wayfinding Sign Program Page 7 The bid documents will include an off the shelf guide to assist City staff in implementing the Wayfinding Signage Program, including three (3) color copies and one (1) original copy. The consultant may, based on their experience with projects similar to the City of Placentia Wayfinding Signage Program, suggest changes or alternatives to the process outlined above in their response to this request for proposals. All deliverables submitted by consultant to the City for review should be delivered as specified including a digital version of same in a digital format acceptable to the City, so that the City can make additional copies as necessary, or use in PowerPoint presentations, or on the Citys website. 4. Contractor Selection and Construction Management Assistance: The selected Consultant will assist the City in the bid selection panel to select a qualified contractor to fabricate and install the Wayfinding signs. Once the construction phase begins, the Consultant shall: Answer requests for information by the selected contractor Review submittals and shop drawings for quality and accuracy with bid specifications Work with selected contractor of exact sign location of each Wayfinding sign Perform field visits as necessary to evaluate the sign installation process for compliance with the bid specifications Conduct final walkthrough and punch list of all signs to be corrected Provide certification that all signs meet the bid specifications
