Specifications include, but are not limited to:. The Vermont Department of Corrections (DOC) is seeking a Vermont Licensed MD Contractor who will provide consultation and technical assistance to the DOC, primarily the Health Services Director (HSD), on a full range of issues that affect the health care status of justice-involved individuals. The DOC has contractors (Centurion of VT, as well as the GEO Group, Inc. for inmates who are placed out-of-state) who provide comprehensive health care services to justice-involved individuals. The MD Contractor will use their professional medical judgement to verify that care provided by Centurion and/or GEO was timely, appropriate for the specific health condition(s), and physician-ordered. The MD Contractors services will include, but not be limited to, reviewing patient charts, verifying that care was provided in accordance with the respective health services contract, and advising the DOC on the most appropriate courses of action.The anticipated contract period will be July 1, 2016 through June 30, 2017, with the option to renew for two consecutive one-year periods. In addition to the availability of continued funding, the option to renew the contract will be based upon the MD Contractors performance, as determined by the HSD.The SCOPE OF WORK will include, but not be limited to:Providing consultation and technical assistance to the DOC Health Services Director on a full range of health-related factors that impact the justice-involved population.Reviewing complex medical, mental health, and/or substance abuse cases; verifying that the quality of care provided by the States health care contractors fulfills the contractual requirements.Performing real-time review of urgent cases.Reviewing cases which require a determination of medical necessity and appropriateness.Conducting, as requested, administrative review of serious events (morality, morbidity, and sentinel even review), which may include a written summary of the case and the determination of the need to conduct a Rood Cause Analysis.Responding to requests from the HSD within a 3 hour time frame.Providing written reports within 10 days of the request.Readiness to provide an average of 3-6 hours of service per week over the life of the contract.Readiness to be available to the HSD 24/7/365, unless other arrangements have been made at least 48 hours in advance.Providing own means for fulfilling the communications, research and transportation requirements of the contract.Maintaining own medical malpractice and professional liability coverage.Liquidated damages may be assessed at a $100/incident rate if the MD Contractor fails to adhere to items #6 and #7 above.
