Specifications include, but are not limited to:3.2.1 Accelerated Regional Economic Diversification Plan(Task 8 in the Southern Maryland Technology Commercialization Pilot Program)In 2006, the Tri-County Council for Southern Maryland received federal funding from the DoDs Office of EconomicAdjustment (OEA) to produce an economic diversification plan for Southern Maryland. In accordance with theapproved OEA Defense Industry Adjustment (DIA) Grant Agreement and the Southern Maryland TechnologyCommercialization Pilot Program scope of work (attachment Q) the objective of this task is to update the 2006 planincorporating the best practices learned from the Southern Maryland Technology Commercialization Pilot Program inorder to achieve a fully developed action plan for the regions economic diversification.This task requires a thorough and independent assessment of the findings of Tasks 1 7 of the Southern MarylandTechnology Commercialization Pilot Program. Secondly, applied technologies, defined in the 2006 report asaeronautics and avionics; electronics and optoelectronics; energetics; information technology; simulation andmodeling; remote sensing and surveillance; and research and engineering firms engaged in the monitoring, handlingand transmission of electric power and natural gas were identified as holding the most promise for economicdiversification. The consultant will validate or correct this assumption. As the unmanned vehicle sector and the MidAtlanticAviation Partnership (MAAP) Test Range did not exist in 2006 and therefore was not included in the originalstudys findings, the UAS industry sector should be considered for incorporation in the strategic plan.Deliverables Contractor shall:3.2.1.1 Develop an independent assessment of the findings of Tasks 1 -7 of the Southern MarylandTechnology Commercialization Pilot Program. This assessment shall include a master plan of the specificactions and detailed steps needed to fully develop the industry clusters as recommended in the IndustryCluster Analysis as performed in the larger scope of work for the States OEA grant program and asrecommended in the 2006 Strategic Economic Diversification Plan for the Southern Maryland Region, inparticular the Applied Technologies Cluster.; and3.2.1.2 Submit a draft and final report for the Southern Maryland Technology Commercialization PilotProgram: the Accelerated Regional Economic Diversification Plan.
