Specifications include, but are not limited to:The Hall of Justice (HOJ) is located at 330 West Broadway in the City of San Diego south of the States new Central Courthouse. The new Central Courthouse will be connecting to the 4th floor of the HOJ via a pedestrian bridge. Vital court support services located in the old County Courthouse are to be relocated to the 4th floor of the HOJ for direct access to/from the new Central Courthouse. To accommodate the bridge connection and introduction of these new services, the HOJ will be renovated on the 4th, 5th and 6th floors. Along with the 4th floor renovations, the proposed project will consolidate the Probation Department offices on the 5th floor opening up space on the 6th floor for the District Attorney presentation office and Superior Court IT office currently located on the 4thfloor. Continuous operation of all Departments is required so the project will be phased using recently vacated space on the 4th floor as swing space to relocate staff during the construction of the 5th floor. Security and continuous operations are essential. All contractors must have County-issued badges, all work must be performed after hours and on weekends, and the work must be planned and coordinated so as not to disrupt the daily operations of the court. This project is currently in Design Development and it is anticipated that the design will be finalized once a Construction Manager has been selected. 1.2 MISSION The County intends to achieve the optimum value for the budget available within the desired schedule. The contract will be awarded to the CMAR that demonstrates the experience, personnel, project plan, financial strength, safety record, with the best value within the allowable GMP and is prepared to collaborate with County staff and consultants. 1.3 PURPOSE To utilize a Construction Manager at Risk (CMAR) process whereby a single contract will be awarded to include preconstruction services and, at Countys option, construction necessary to deliver the Project. This RFP details the Project and includes function, program, conceptual design, performance, schedule, and cost criteria that will be the basis for all subsequent construction services. These documents specify certain minimum requirements for space, adjacencies, and equipment, and establish criteria and procedures t o e n s u r e t h e C o u n t y s p r o g r a m r e q u i r e m e n t s a r e t r a n s l a t e d i n t o f u n c t i o n a l f a c i l i t i e s t h a t will fully support their intended use. This RFP includes selection procedures and post- selection instructions to guide the Project delivery process through completion
