Specifications

Specifications include, but are not limited to:Pre-construction Services Design Review and Recommendations 1. Shall become thoroughly familiar with the evolving plans and specifications and follow the development of design from schematic review through construction documents. 2. Prepare estimates of probable construction costs and budgetary reviews at each design phase ensuring the project remains on budget.RFP No. 2016000159 113. Shall make written recommendations regarding all construction aspects and cost reducing alternatives. 4. Assist architect and County Project Manager in alternative comparisons and review and advise on life-cycle costs of proposed materials and equipment. 5. Shall work as a team with design consultants, stakeholders, and County staff. 6. Shall bring to the attention of the County Project Manager and Architect any known defects in the design drawings and specifications. B. Construction Services During the construction phase, the construction manager shall become the single point of responsibility for performance of the construction contract for the project and shall function in the role of an independent General Contractor. That role will include: 1. Preparing, publicly bidding, awarding bid packages for labor and materials, and managing the resultant subcontracts / purchase orders. 2. Preparing the overall project schedule and providing periodic detailed updates. 3. Establish and maintain quality control standards. 4. Obtain the required building permits. 5. Provide all building construction activities, including all Building Manufacture Coordination, Site, Civil, and Utility Work. 6. Provide Quality Control and Quality Assurance testing for construction. 7. Coordinate and review all shop drawings and submittals. 8. Coordinate all construction activities with any work on-site performed by County. 9. Guaranteeing the construction cost. 10. Conduct periodic construction progress meetings with design firm and City and County representatives 11. Frequent observations when work is being performed and circumstances may require determining the progress and quality of the construction project. 12. Conduct field inspections and provide bi-monthly progress reports. 13. Utilize a project management information system to provide monthly project status reports and logs to inform the team of the status of the construction progress schedule, requests for information (RFIs), shop drawings, and other pertinent information related to the construction of the project. 14. Obtain Certificate of Occupancy. 15. Provide one (1) copy of close-out documentation in paper and one (1) copy of in electronic format with sub- contractor list with contact information, all submittals, operating manual, as-built drawings, Test and Balance Report, IT testing data, and any additional pertinent information. As-built documentation of all disciplines shall be provided to the County in the form of digital PDF copies, as well as CAD and/or BIM drawings on CD or thumb drive. 16. Coordinate and perform necessary warranty work
