Specifications include, but are not limited to:George Mason University, Fairfax, VA seeks Qualifications for a Construction Management at Risk firm for the Robinson Hall Demolition and New Construction and Utility Infrastructure Distribution Project on the Fairfax Campus (RFQ # 247-18207CM and RFQ # 247-18208CM respectively, solicited jointly as a single procurement. It is the Universitys intent to award a two phase CM at Risk contract for pre-construction & construction services, concurrently managed as one project with one CM but with two separate CM Contracts (one contract for Robinson Hall Demolition/New Construction and one for Utility Infrastructure Distribution). For qualification purposes firms shall present qualifications for both projects as if a single project. The firm will be responsible for providing comprehensive construction management services as prescribed within the Commonwealth of Virginia, Construction and Professional Services Manual, 2014 R1 edition, for the construction of these projects, related support & ancillary facilities, site utility replacement, expansion, and other site improvements. The University will procure the Construction Manager at Risk contract using competitive negotiation. This project is not yet designed, and A/E design services procurement is occurring simultaneous with CM at Risk services procurement. The projects will require close collaboration and teaming with the A/E Firm selected, during pre-construction and construction phases, in order to maintain budget and time constraints on the project while maintaining university operations.There are several reasons to execute this work in this manner the first is in order to gain economy of scale, the second is that there is significant overlap in project scope between the two projects which will require significant coordination for both projects to be successful and the third is to minimize impact to university operations. The two major project components are described as follows:ROBINSON HALL DEMOLITION AND NEW CONSTRUCTION - The existing Robinson Hall (A & B wings) currently houses 46 university classrooms and is the largest classroom building on Masons campus. Comprehensive planning studies have identified critical deficiencies in the existing 2 buildings which are difficult if not impossible to overcome with renovation. A third and much smaller facility, Harris Theater, is currently connected and dependent on Robinson Hall to operate. The final component of this project provides a small addition to make Harris an independently operated facility.The current full capital request seeks authorization and funds for the phased demolition of Robinson Hall A & B wings totaling 188,7209 GSF, the construction of a new 218,000 GSF academic & research facility, a 2,000 GSF addition to Harris Theater to include required restrooms and interior renovations of Harris Theater (21,161 GSF) to correct the most critical deficiencies. The new building will continue to be the largest university classroom building for George Mason and will be designed to support Masons Strategic Plan goal to deliver a transformative learning experience that is experiential, global and technology rich.
