Specifications include, but are not limited to:The purpose of this contract is to provide construction management services to King County Department of Natural Resources and Parks for Kent/Aurburn Conveyance System Improvements Project. It is anticipated that the County will apply for state State of Washington Department of Ecology Clean Water State Revolving Fund (SRF) for the project construction, however, this Contract is not funded by SRF. Project BackgroundAs part of its mission to protect public health and the environment and provide sewer service for growth within its service area, the King County Wastewater Treatment Division (KCWTD) is increasing the capacity of the sewer system in its Green River South Planning Area. The Kent/Auburn CSI project is part of this plan and will increase system capacity to address 20-year return period, peak one-hour flow (20-year peak flow) capacity shortfalls. Those pipes with identified 20-year peak flow capacity issues in the year 2010 were upgraded as part of Phase A of the Kent/Auburn CSI project. Pipes with peak flow capacity issues in the decades after 2010 are being improved during Phase B of the Kent/Auburn CSI project. Pipe capacities will be increased by a combination of paralleling existing pipes with new pipes, re-routing flows from over-capacity pipes to pipes with spare capacity, and replacing existing pipes with larger pipes. Phase A project components have already been constructed. Phase B project components will be constructed starting at the beginning of 2017 to the end of 2018. The following pipeline projects will be constructed as part of Phase B of the Kent/Auburn CSI project, and are shown in Figure 1: 1. Pacific Pump Station Discharge. All of the flow from the Pacific Pump Station will be rerouted from the Algona-Pacific Trunk and AWVI to the new Auburn West Interceptor (AWI) Parallel at 15th Street Southwest during the wet season. The new pipeline will be a combination of a force main, an existing gravity sewer procured from Boeing Corporation, and a gravity sewer. 2. Auburn West Interceptor (AWI) Parallel. The AWI Parallel, which will parallel the existing AWI, will replace the existing AWI as the primary interceptor in the area. This pipeline will convey wet-weather flows from the Pacific Pump Station Discharge and all dry- and wet-weather flows from the M Street Trunk (via the Stuck River Trunk constructed as part of Phase A) and from the Lakeland Hills Trunk. Phase B project components include the following scope elements: 1. Pacific Pump Station Discharge Conveyance Improvements (see Figure 2): a. Piping modifications at the existing Pacific Pump Station to accommodate the new force main, including drain piping to allow the force main to drain to the existing wet well when not in service and a new pig launch station
