The purpose of this RFI is to:Discover what consultation services are available to assist providers in assessing business models that allow for services along the continuum and meet current goals of the Department as well as those of the federal government to have congregate care be used only for as long as absolutely clinically necessary.The intent of this RFI is solely to gather information. It is not a formal procurement.BACKGROUND AND GOALSNational organizations have long believed that children thrive best in the love and nurturance of their families. Child Welfare Finance Reform is legislation that supports a system that acts in the best interests of children and their families by delivering protective and therapeutic interventions at the earliest identification of need in a cost-effective, efficient, and family-centered manner. Through finance reform, systems consist of home- and community-based supports and services provided through options such as foster, kinship, and guardianship care. Such services include evidenced-based treatment and stabilization, and high-quality, family-connected residential settings. Outcomes for the whole system of care are designed to protect child safety, ensure a successful family unit, and sustain the well-being of the child or youth.The Department believes that congregate care should only be used in situations in which the child or youths level of acuity require short term intervention. Waived federal restrictions on funding means that new intervention models may be used to reduce out-of-home placements and increase permanency. This shift in practice allows dollars used for the cost of congregate care to be shifted to other services for children and youth. The Department is looking to assist its providers in assuring sustainability and continuing to offer quality services to children, youth, and families in the current reform efforts.
