Specifications include, but are not limited to:1. Determine prevalence of behavioral health issues in the County.a. Conduct quantitative data analysis using state and national data sets, as well as anyavailable local data such as Medicaid records and hospital discharge data.b. Conduct or draw on existing qualitative analyses to determine prevalence of mentalhealth issues in the county, such as information from key stakeholders including funders,providers and consumer communities gathered from surveys, focus groups and keyinformant interviews.c. Identify at-risk populations and demographic factors particular to Pierce County, includingimpacts of homelessness and military bases. 3d. Identify uninsured population not covered by Medicaid.e. Assess impact of Western State Hospital on local community services.2. Identify services available for behavioral health treatment.a. Conduct surveys, interviews, and other research of local providers to determine extent ofmental health services in the county, specifically identifying provision of evidence-basedservices.b. Determine amount spent on community-based mental healthcare, Medicaid mental healthservices, corrections-based care, and unreimbursed and charity care.c. Assess effectiveness of system in matching resources with community needs.d. Identify populations served by Medicaid and non-Medicaid funding streams.3. Develop recommendations to direct County policy based on any gaps in service found inTasks 1 and 2.a. Identify gaps in service based on the prevalence found in Task 1 with available servicesfound in Task 2, taking into account quality of care.b. Conduct analyses to identify service gaps as experienced by providers.c. Identify causes of service gaps (i.e., shortcomings in regulations, funding streams,allocation inefficiencies, etc.).d. Recommend changes in regulatory and legal policies that could improve access andquality of service.e. Recommend strategies to maximize effectiveness of publically funded care and providethe best return on investment of public funds.
