The purpose of the project is to review and evaluate the Citys compensation system to include areview of regular budgeted positions, temporary jobs, salary progression and compensationpolicies as they relate to jobs internally, the market, compensation systems and plans oforganizations within the geographic area and/or with which we directly compete for labor. Theproject is broken out into three phases with distinct deliverables for each phase. Below is a list ofhighlighted project deliverables: Conduct a comprehensive review of all regular positions and temporary jobs in the Cityof Raleigh. Conduct a market study with benchmark jobs. Revise and/or develop classification specifications. Review current compensation policies and incentives and make recommendations inconsideration of proposed structure and as compared with other organizations andstandards. Recommend career ladders/skills based pay structures wherever feasible and practical. Conduct pay for performance, internal pay equity and compression analysis. Define guiding principles for implementation. Develop a communication plan to roll out the system and class assignment toemployees and include period of re-review of individual jobsThis comprehensive project involves the development of a plan and structure in order to providecompetitive salaries while also providing consistency and equity across the system.No additional specifications were given.
