Specifications include, but are not limited to: The objective of this research is to establish a reference guide of common metrics developed from new or existing metrics for airport infrastructure and planning. The guidance should include information on how to interpret these performance metrics that can be used for analysis among airports, airlines, and air traffic control. Some metrics are used primarily in investment and infrastructure development in contrast to those used for ongoing assessment of operational performance. Interpretation includes practical application and demonstrating the relationship between common metrics. This reference guide will support airport-centric planning and operational initiatives and will be useful for airport operators and planners at a variety of airports/airport systems for improved efficiency and decision making. Airport-centric planning refers to master planning, operations, planning for maintenance, common gate use management, etc. Specific considerations in establishing the reference guide should include, but are not limited to: All relevant aspects of NextGen including the high-priority areas (e.g., PBN, Surface Operations, Multiple Runway Operations and Data Communications); Overall system issues and their variabilities, i.e., weather (thunderstorms, snow/ice, and seasonality, etc.), changes in air traffic volumes, traffic management initiatives, etc.; Benchmarking across airports to determine how airports currently measure performance and how they obtain the data; Safety issues in surface movement (e.g., runway incursions, ARFF location, etc.); Airport geometry and its impact on complexity of operations (e.g., taxi times, deicing operations, etc.); Taxi and Runway Design Groups for critical aircraft based on sizing (e.g., A380); Knowledge of simulation models for input and output metrics (e.g., TAAM, SIMMOD, AIRTOP);
