Specifications include, but are not limited to:A.Project Details Cleaning activities include removal of litter and weeds from sidewalks, curbs and the section of street found within 18 inches of the curb. Also, power-washing sidewalks, and removing graffiti, posters, stickers and other debris from public fixtures, mailboxes, signs, signposts, benches, telephone booths. Public safety activities include providing personnel such as safety ambassadors and unarmed security guards to deter crime, serve as a visible security presence and coordination with local police. Public space maintenance activities include but are not limited to maintenance of gateways, street trees, planters or vacant lots found in and around commercial areas. Applicants who wish to provide public safety services or maintenance activities other than litter removal must demonstrate that the proposed service complements an existing sidewalk and street litter removal program. Applicants who choose to purchase cleaning or other services from subcontractors will be required to conduct a competitive process to select the service provider. (See Procurement Guidelines attached) The Departments objectives for this project include the following: Reduce litter and illegal dumping Provide a clean appearance for both residents and visiting public Provide employment opportunities The Applicants proposed scope of work should address each objective specifically and describe in detail how the Applicant will achieve the objective, or how the Applicant will enable the Department to achieve the objective. This Section II, Scope of Work states requirements for the project, including the services and the tangible work products to be delivered, and the tasks the Department has identified as necessary to meet those requirements. The Department reserves the right, however, to modify specific requirements, based on changed circumstances (such as a change in business or technical environments), the proposal selection process, and contract negotiations with the Applicant(s) selected for negotiations, and to do so with or without issuing a revised RFP. The Applicant must provide in its proposal a detailed proposed scope of work showing how it will meet the project requirements stated in this Section II. Provide a map of the area to be served as an attachment. Describe how funds provided under this program will be used to provide a new or expanded service, or maintain the level of service that was expanded after receiving funds through the Commercial Corridor Cleaning and Business Improvement District Assistance Program the during fiscal year beginning July 1, 2011. Provide a completed Sidewalk Cleaning Manpower Worksheet as an attachment (see Attachment IV). Provide a program budget using the form provided (see Attachment V and V-A). Provide an annual organizational budget Will your organization hire and supervise the personnel conducting the proposed work, or contract out to an organization to provide cleaning or other services?
