Specifications include, but are not limited to: The Federal Clean Water Act and U.S. Environmental Protection Agencys (U.S. EPA) Combined Sewer Overflow (CSO) Control Policy, along with the Northeast Ohio Regional Sewer Districts (Districts) state-issued CSO National Pollutant Discharge Elimination System (NPDES) permit, required the District to develop a Long Term Control Plan (LTCP) to reduce or eliminate the number of overflows from its permitted CSO outfalls. After many years of facilities planning and negotiating with the government, the District came to an agreement in 2010 with the U.S. and Ohio EPA, U.S. Department of Justice (DOJ), and the Ohio Attorney Generals (AG) Office on its plan for CSO control. On July 7, 2011, the District entered into a Consent Decree with the U.S. and Ohio EPA for a 25-year CSO LTCP. Subsequently in 2014, Ohio EPA issued the District a new CSO NPDES permit. Unlike the previous CSO permits, the current permit includes both CSO performance monitoring and hydraulic modeling requirements. In 2013, the District procured services under the the CSO Advanced Facilities Plan (AFP) and Program Support Services (PSS) Project to provide technical support needed to manage, deliver and meet the requirements of the CSO program. Efforts are anticipated to remain significant as the District moves further into implementation of its CSO LTCP and into a new CSO NPDES permit cycle. Except for a few specific tasks, the PSS contract funds are anticipated to be exhausted by end of the 1st Quarter of 2016.
