[03-3015-1]STATEMENT OF WORK (JUN 2007)Organizational InformationThe South Carolina Retirement System Investment Commission (RSIC) is a South Carolina State agencyresponsible for investing the assets of the States five defined benefit public pension plans. RSIC oversees aninvestment portfolio of approximately $29 billion and employs a highly skilled staff of nearly 50 professionals.Current Business EnvironmentRSICs system for managing and evaluating employee performance is not optimal. RSIC currently conducts annualand semiannual performance reviews of all of its employees. During these reviews, employees are given feedbackabout their performance over the preceding six months, and employees and supervisors set short- and long-termgoals. The bi-annual review process is problematic because it does not provide supervisors and employeesopportunities to provide continuing feedback between performance reviews. Consequently, valuable opportunitiesto improve overall employee performance are lost. RSICs current process for gathering feedback about employeesis also limited. Most employee performance feedback is collected solely from the employee and his or her directsupervisor. Feedback is frequently not collected from other managers, co-workers, and non-employee third parties.If such feedback is collected, the process is informal and frequently conducted through casual conversations oremail. RSICs informal feedback collection process can result in incomplete performance reviews and careerplanning. RSICs staff also lacks a robust tool for setting and tracking compensation. The current system reliesprimarily on the judgment of supervisors in setting and adjusting salaries, which can lead to inconsistent results. Inaddition, RSIC needs a more automated approach to employee performance management. Employees currentlykeep critical performance feedback in emails, on their computers, and on paper. This approach requires substantialamounts of time being spent to assemble employee feedback at review time and the potential for some informationbeing lost. RSICs current employee performance management tools risk employee performance being less thanoptimal.Problem to be SolvedRSICs current employee performance management tools need to be improved. RSIC is seeking a holistic softwaresolution for managing performance, collecting feedback, and setting compensation. Supervisors are unable toadvise employees on performance and planning in a robust and real-time way because RSICs performance reviewprocess does not provide an efficient, automated method of having ongoing conversations throughout the year.RSIC also lacks a formal tool for collecting feedback from sources other than an employee and their supervisor.Complete performance reviews should include feedback from co-workers and third parties. Because a moreautomated approach to employee performance management is not currently in place, RSICs employees are notreceiving complete feedback and their performance could suffer. RSICs limited tools also result in compensationbeing set and managed inconsistently.
