Specifications include, but are not limited to:Overview, purpose or need According to the Council of State Governments Justice Centers document entitled, Reentry Housing Options: The Policymakers Guide, when an offender is released from prison or jail, the ability to access safe and secure housing within the community is crucial to the offenders successful reentry (https://csgjusticecenter.org/wp-content/uploads/2012/12/Reentry_Housing_Options-1.pdf). This document further reported that studies have shown that the first month after an offenders release is a vulnerable period where the risk of becoming homeless and/or returning to prison or jail is high. Yet, in most jurisdictions to which the offender returns after incarceration, there is a lack of accessible and affordable housing. An offenders criminal history makes it even more difficult for the offender to obtain suitable housing. According to data provided on November 19, 2015 by the U.S. Department of Housing and Urban Development (https://www.hudexchange.info/resource/4832/2015-ahar-part-1-pit-estimates-of-homelessness/), homelessness in Hawaii rose 10.1 percent in 2015. The purpose of this project is to provide a Clean and Sober Housing for up to 200 (may be more) adult male and female offenders (i.e. transitioning from incarceration at the Department of Public Safetys Hawaii Community Correctional Center to extended furlough, community custody status) per year, on the Island of Hawaii (East and West). The Provider shall provide 24-hours/day, 7 days/week substance abuse-free living arrangements, on-site accountability, and monitoring of offenders. The purpose of the project is to help offenders successfully reenter society through the assistance of providing Clean and Sober Housing that will reduce the offenders chances of re-offending while enhancing the offenders ability to become a productive member of society.
