Specifications include, but are not limited to:The Alameda-Contra Costa Transit District (The District, or AC Transit) is seeking competitive proposals from qualified firms to provide software and implementation services for an unbundled claims and risk management information system. This system should include capabilities designed to meet the software system features and deliverables set forth in the following Sections: 2. MINIMUM REQUIREMENTS The software must be provided as a service (SaaS) and is not to include any on-premise servers or databases. Connectors or other applications to facilitate authentication will be allowed if deemed appropriate by AC Transit staff. The vendor must show that their software is capable of managing chain of custody for each incident or claim. The mobile device that handles field incident intake must be able to function in offline mode if there is no connectivity to the internet. 3. BASIC SOFTWARE SYSTEM FEATURES a. The following are required features of the proposed software system: * It must track user access to the system and track user views and changes to individual records so that AC Transit staff can perform audits. * It must be able to identify and flag possible duplicate claims. * It must be able to auto-generate a claim number in a series from an administrator-specified starting value. * The claim record must be able to accept a secondary claim number. * The system must be able to generate and send electronic correspondence (i.e. form letters) based on user-edited templates. * It must be able to save forms and letters as PDF documents with a date stamp. * It must be able to handle having multiple records open at once. * It must be able to create a claim from an incident. * It must be able to link multiple claims to a single incident. * It must be able to store attached documents and pictures and link associated video files. * It must allow users to monitor and track progress on records
