Specifications include, but are not limited to: The MVC 999 (a), known as the DVBE Program is established to address thespecial needs of disabled veterans seeking rehabilitation and training through entrepreneurshipand to recognize the sacrifices of Californians disabled during military service. It is the intent ofthe Legislature that every state procurement authority honor California's disabled veterans bytaking all practical actions necessary to meet or exceed the DVBE Program participationrequirements (percentage/goal), hereafter referred to as DVBE participation, of at least theminimum of total contract value.The DVBE participation, when included in a solicitation, shall require the bidder to commit tosubcontracting with a California-certified DVBE to perform a commercial useful function (CUF)of commodities and/or services of at the least minimum percentage identified elsewhere withinthese instructions.A contractor, subcontractor, or supplier will not be considered to perform a CUF if thecontractors subcontractor or suppliers role is limited to that of an extra participant in order toobtain the appearance of DVBE participation.
