Specifications include, but are not limited to:The Department of Health and Human Services (Department) is seeking proposals to provide Child Welfare and Low Income Transportation services as defined in this Request for Proposals (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the Provider(s) will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the Awarded Bidder(s). The Department provides supportive, preventive, protective, and public health and intervention services to preserve public health and assist our customers in meeting their needs. In addition, the Department assists families in providing for the developmental, health, and safety needs of their children. The Department strives to provide these programs and services while respecting the rights and preferences of individuals and families. Ensuring the safety of all Maine youth is the top priority of the Office of Child and Family Services (OCFS). The OCFS empowers families to access services that keep their family safe and help prepare youth for the transition to adulthood. The OCFS fulfills its mission through its early intervention and prevention services, child welfare services, behavioral health services, and operations units. Child Welfare Transportation is used to assist individuals with open Department cases and Foster Families with Case-related Transportation and activities not covered by MaineCare or Low Income eligibility. Providing Child Welfare Transportation is a statutory obligation, for the purpose of increasing rates of Reunification by providing the opportunity and necessary support to meet case goals, pursuant to22 M.R.S.A. 4041, see:
