Specifications include, but are not limited to:The Department of Human Services (DHS) is the State of Hawaii lead agency for the Federal Child Care Development Block Grant (CCDBG) which is the primary funding source in child care nationwide. The purpose of this block grant is the increase the availability, affordability and quality of early childhood educational and care programs and to increase the accessibility to all early childhood development and care programs, including the before-and-after school programs. The DHS will contract with a private organization to assist and support caregivers in the DHS licensed and registered child care settings and foster care settings by providing them with community-based training and technical assistance. The organization will also be required to administer a scholarship fund that will be available to any individual who is taking college level courses in early childhood education or individuals trying to obtain or renew a Child Development Associate (CDA). Priority for scholarships shall be given to those individuals who are already employed in a licensed child care facility or operating a registered family child care home. T h e RFI was posted on the SPO website on November 17, 2015. C. Description of the service goals The goals of this service are to: i. Increase the availability of child care settings by increasing the pool of qualified caregivers who are appropriately trained and educated to care for young children.
