Specifications include, but are not limited to:General RequirementsContractor shall provide training programs in two (2) tiers (voluntarily registered and unregulated child care providers) to meet the unique needs of all providers who have varying education and experience in early childhood development and education. Specific needs of each group of providers is determined by input from the community education specialists to include:1.Child Care Program Directors;2.VSQI Coordinators, Raters and Mentors;3.NDHS Child Care Staff who engage in working relationships with providers; and4.Professional Development (PD) Providers from organizations that offer PD services.To meet the needs of parents, the Contractor shall conduct two (2) guidance workshops specifically tailored for behavior management and transition to kindergarten. These workshops will be offered at two (2) child care centers.Parents receiving NDHS services indicate the need for guidance for behavior management, to learn ways to support a childs educations and wellness practices. The Contractor shall provide two (2) or three (3) parent events with educational materials and supplies to promote learning at home.Currently, the majority of VSQI programs serve NDHS families. While the VSQI support track meets the needs of these providers, others who not currently serve NDHS families will have the opportunity to participate in VSQI training and support events.The Contractor shall specifically offer pre-rating services for five (5) to ten (10) programs in the City with books and resources, mentoring and training for VSQI candidates.Specific Requirements1.Virginia STAR Quality Initiative VSQIVarious assessments indicate that training will be helpful on basic principles of child development, developmentally appropriate practices, setting up the learning environment, daily schedules and health and wellness practices. These areas continue to be of interest for all providers, including VSQI participants. Interactions, inclusion practices and parent engagement also continue to be areas of learning. Instruments used within VSQI (FDCRS, ECERS and CLASS rating scales) need to be introduced to providers as tools for self-assessment and quality improvement, while training is needed to promote a higher level cognitive skills. Learning about services and programs offered in the community continue to be of interest to providers, including the identification and referral of children with special needs to services and communicating concerns to parents in accordance to State/Territory early intervention programs authorized under the Individuals with Disabilities Education Act (for infants and toddlers).The Contractor shall introduce providers to VSQI training and professional development activities that reflect the VSQI model correlating with tools to assess the quality of a program and identify means for improvement.
