Specifications include, but are not limited to:The Washington State Department of Agriculture (WSDA) is issuing a Request for Proposals (RFP) to solicit responses from individuals or firms interested in contracting with WSDA to provide a Laboratory Information Management System (LIMS) that will address the need for analytical data processing, reporting and storage. The LIMS will be installed in the data center in Olympia but will service the Chemical and Hop Laboratory in Yakima, Washington.WSDAs Chemical and Hops Laboratory exists under the Plant Protection Division. The primary clients of the Laboratory are primarily internal WSDA programs. These programs include: Animal Feed, Fertilizer, Food Safety, Pesticide Investigations, Pesticide Registration, Pesticide Unknown Program and Organic Food. External WSDA customers are: USDA/AMS PDP, EPA, Hop Growers and Dealers, the Yakima Indian Nation, and other states.The Laboratorys mission is to provide the highest quality analytical and technical services to their customers in order to continue Washingtons agricultural success. The Laboratory strives to achieve this by accurately analyzing and reporting results of samples provided. They are ISO 17025 accredited and comply with all regulatory requirements to continue this accreditation.WSDA intends to award one/multiple contract(s) to provide the services described in this RFP.Project BackgroundThe WSDA Chemical and Hops lab supports several agency programs by analyzing samples taken in investigations of alleged pesticide misuse, performs the analysis of feed and fertilizer samples, monitor for pesticide residues in food and dairy products, and carries out physical grading and chemical analysis of the hop crop to ensure orderly international and domestic marketing.Current Sample Analysis ProcessThe WSDA chemical and hop laboratory receives samples from various programs. They each have their own paperwork or computer system to request testing. We log the sample into the LIMS and assign test to the sample. Tests are assigned as groups of tests that have been previously created with default values for common results such as units, LOD, LOQ and so forth. If the test is not clear the lab contacts the client and determines what is required and then adds the test to the sample or set of samples. The sample may be food, foliage, swab, soil, or some other type. The lab enters the information from the clients paperwork that will be needed for reporting later such as investigator, location, sampling date, and the like. Each sample may be tested for hundreds of pesticides or just a few. It depends on the program and its needs. The PDP program would screen all samples for more than 200 compounds with the feed would do about 15 on average with a lot of variation by sample.The samples would be tested and grouped by worksheets. A worksheet would be a list of samples that have the same QC samples. So a group of foliage samples using a specific method would be part of one worksheet. A single sample could be part of many worksheets if it needed many different methods to complete the tests groups required. A worksheet will with a few exceptions have many samples. The LIMS allows us to view thousands of tests in the sample worksheet, with views for the QA and for data entry. It is very easy to have very large numbers of test in a worksheet. For example a worksheet with 20 samples and a screen of 150 compounds that would be 3000 tests before you add QA samples. Some of our worksheets can have 7000 tests with 30 results for each test. The worksheet displays a lot of information and is used for data entry and review.
