Specifications include, but are not limited to:The City of Rialto is soliciting proposals for the economic benefits of participating in the Community Choice Aggregation Program (CCA). The City is planning to use a phased approach in moving forward with participation in the CCA. Developing the program in phases allows the City to identify early-on whether sufficient opportunity exists to devote more resources to developing a CCA. The successful proposer must be qualified in structuring, implementing and managing municipal energy aggregation programs. At the Citys sole discretion, the successful proposer may be asked to provide additional services if the City decides to move forward with participating in the CCA. The phases include: Phase 1 Feasibility Study Phase 2 Structuring and Implementation of CCA Program Phase 3 CCA Program Management (Annually) SCOPE OF WORK FEASIBILITY STUDY The City is looking for the successful proposer to complete a feasibility study to determine the economic benefits and cost of moving forward with the CCA. The City recognizes that there may be risks to consider with a CCA. However, the City believes that completing a comprehensive feasibility study will help to identify possible risks and enable the City to make an informed decision whether or not to proceed with the CCA. Consequently, it is extremely important that the feasibility study conclusions are realistic, accurate and predict with a high level of certainty that the recommended outcomes will be achieved. An important criteria for evaluating proposals will be the information provided by the proposers that demonstrates their ability to deliver a reliable and realistic feasibility study. The feasibility study should include, but not be limited to the following information: A preliminary analysis of the Citys usage patterns using Southern California Edisons customer usage and rate class data for our community. A preliminary economic analysis of Rialtos electric usage for the eligible accounts. This will include (as applicable) residential, commercial/industrial, City operated facilities, other governmental facilities, hospitals, commercial and industrial customer accounts. An evaluation of the Southern California Edison rates to market prices, to determine potential savings.
