Successful Vendor will have broad range of experience in design, permitting, preparation of bid documents, and inspection of mechanical dredge projects of a small to medium size. 1.3. Successful Vendor will be willing to cooperate fully with Town officials in all phases of the design, permit and construction process. 1.4. Notice-to-Proceed is tentatively scheduled to be issued no later than July 1, 2016. 1.5. Vendors may examine the existing sounding data and analysis by appointment. 2. THE PROJECT 2.1. The TOC has initiated the process of taking over maintenance dredging of canals within the city limits. The City is in need of professional services to prepare and assist in obtaining all necessary state and federal permits, preparing bid documents, and assisting in the administration of the bid process and construction inspection. 3. PROJECT HISTORY 3.1. Under the previous City Code, each property owner was responsible for maintaining and dredging canals within Ocean City through a somewhat cumbersome process. As a result, many canals throughout the City have become almost un-navigable. In 2006, the Office of the City Engineer, with the assistance of the Maryland Department of Natural Resources evaluated every canal in Ocean City. The evaluation consisted of taking soundings at each canal, using those soundings to rank the canals for navigation, and establishing the frame work for the city administered dredge program. 3.2. The results of this study, along with the proposed changes to the City Code were then presented to the Mayor and City Council. By unanimous vote, the Council has directed the office of the City Engineer to implement a city dredge program and secure the necessary professional services to assist with the program. Phases 1-4 of this program will be completed in 2016. 3.3. Phase 5-10 is expected to begin in the fall of 2017. Seventeen canals have been identified as potential projects for dredging over a period of five years. The canals will be grouped by priority and location such that 4,000 6,000 cubic yards of material would be dredged annually. Identified disposal sites consist of the County Landfill, city beach, county wetland creation sites, and private upland disposal sites. 4. SCOPE OF SERVICES 4.1. Review existing canals, sounding data, disposal sites, and dredge plan. 4.2. Re-survey each of the proposed canals. 4.3. Collect and analyze sediment samples from each canal. Use this analysis to determine suitable disposal locations. 4.4. Prepare preliminary permit documents and attend Jurisdictional Determination (JD) meeting with permit agencies. 4.5. Incorporate agency comments, prepare and submit formal permit applications. 4.6. Attend up to 2 public hearings
