Specifications include, but are not limited to:The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiation, with a qualified manual food service operator to provide caf-style institutional dining operations and concessions to faculty, staff, and students on the main campus of Piedmont Virginia Community College (PVCC). This RFP is part of a competitiveprocurementpr o c e s s w h i c h h e l p s t o s e r v e P V C C s b e s t i n t e r e s t s . I t a l s o p r o v i d e s offerors with a fair opportunity for their services to be considered. The process of competitive negotiation being used in this case should not be confused with the different process of competitive sealed bidding. The latter process is routinely used where goods or services being procured can be described precisely and price is generally the determining factor. With competitive negotiation, however, price is not required to be the determining factor, although it may be, and PVCC has the flexibility required to negotiate with offerors to arrive at a mutually agreeable relationship
