Specifications include, but are not limited to:The City of Portland, Facilities Services is seeking proposals from qualified firms or contractors withdemonstrated experience in patrolling properties, identifying illegal campsites on public property, disposal of trash, coordinationof hazardous material collection, and cleanup of property. Principal Contractors shall perform additional duties. The completescope of work is outlined in Attachment 1, Scope of Work.The City intends to award multiple contracts: One (1) to a Principal Contractor and other(s) to Auxiliary Contractors.All Contractors shall perform patrolling and cleanup of illegal campsites.The Principal Contractors additional duties are detailed in paragraph 2 below and include:1. Management of personal property inventory and disposition at the Citys storage facility2. Obtain and monitor a phone number dedicated to calls regarding personal property3. Primarily responsible for work within the boundaries of Portland Police Bureaus Central PrecinctAuxiliary Contractors shall perform patrolling and cleanup services primarily in locations outside the Central Precinct. Thisincludes collection, inventory and transportation of personal property to the storage facility.Contractors must state their intent to be either a Principal Contractor or an Auxiliary Contractor or both.Contractor(s) shall to receive task orders, and it is expected that they become familiar with camps scheduled for cleanup andcoordinate all activities to cleanup camps. Campsite cleanups may require navigating difficult terrain and occur in remote andisolated locations. Personnel assigned to the contract must be trained and experienced in personal security methods andprocedures as well as dealing with hazardous materials.Awarded Contractor(s) must attend a one-time training arranged by the City. It must conduct similar training(s) for new employeesprior to beginning work on this project. The City may require the Contractor(s) to take additional training(s) as necessary after theone-time training and it will arrange those necessary training(s). Contractor(s) must abide by and stay current with all OSHArequirements and understand the Anderson Agreement (attached hereto as Exhibit B).The City is planning an estimated 150 cleanup and personal property disposition days from February 1, 2016 through June 30,2016. With budget approval, another 100 cleanup and personal property disposition days may be added to the Contract annually.Cleanup days are defined as Monday through Friday for a full eight (8) hour working day between the hours of 7:00 am and 6:00pm. No work shall take place on weekends or City recognized holidays. No charges for overtime will be authorized
