Specifications include, but are not limited to:Description of ServicesIn 2015, the California Independent System Operation (CAISO) observed record-breaking solar and wind production. The frequency of economic curtailment of solar and wind in the CAISO market in May 2015 was nearly 2.5 times higher than May 2014; most was to relieve transmission congestion.2Consequently, it is expected that grid integration challenges are to become increasingly significant at higher levels of renewable penetration. With the passing of SB 350, it is imperative that California policymakers, utilities, project developers, and other stakeholders have information about the extent and magnitude of RPS grid integration and the implications for renewable procurement, transmission development, integrated resource planning, and integration investments. The consultant deliverable is a proof of concept analysis to determine the nature and costs of RPS grid integration and the evaluation of the cost-effectiveness of various grid integration solutions; which have not been fully studied in the existing literature. The consultant also needs to provide recommendation(s) on the analytical and decision-making frameworks for the optimization of RPS portfolios and flexibility investments. Lastly, the consultant work will support the development and adoption of the final integration cost adder methodology.3The Statement of Work included in this RFP is a draft concept based on Staffs initial assessment of the task(s) at hand and possible approaches. The Preliminary Work Plan presented below is intended to provide bidders with an initial project concept for purposes of assembling a competitive team and documenting desired qualifications. Each of the proposed task areas described in this section are subject to change once the contract is awarded. Bidders are encouraged to submit a Work Plan that provides comment and critique, suggests modifications, proposes creative ideas, and demonstrates thorough and insightful analysis and problem solving in response to the Preliminary Work Plan vis--vis the CPUCs stated objectives.
