Specifications include, but are not limited to:The Vermont Department of Public Service (Department or DPS) which represents the public interest and Vermont ratepayers in utility cases before the Vermont Public Service Board (Board or PSB), federal regulatory agencies, and state and federal courts, is seeking proposals from qualified entities for telecommunications expert services related to a petition from Comcast for renewal of its Certificate of Public Good (CPG) to operate a cable television system in Vermont. The PSB is the cable franchising authority for the entire State of Vermont, and under Vermont law, cable operators are required to renew their CPGs every eleven years. The PSB has opened a docket for the renewal of Comcasts CPG, which is set to expire in December, 2016. The Department is seeking to retain a consultant (or consultants) with cable network design, finance, and engineering experience to review several technical aspects of Comcasts network and headend design. There are two primary areas where the Department seeks expert services. First, the Department seeks an expert to provide analysis relating to Comcasts headend facilities and the design and operation of interactive program guides (IPGs). Specifically, the DPS intends to investigate the feasibility of listing program content and scheduling information for public, educational, governmental (PEG), and local access channels on Comcasts IPGs. Second, the DPS also intends to investigate Comcasts plans for future line extensions throughout Vermont and seeks expert services and consultation to determine whether Comcasts commitment to making new line extensions is adequate and reasonable based on its annual revenue from Vermont subscribers. The selected contactor(s) is expected to provide assistance to the Department and participate in a contested administrative proceeding before the PSB. Selected contractors preparation for and participation in the PSB proceeding is expected to include preparing discovery questions and responses, drafting prefiled testimony to be submitted to the PSB, and offering live testimony to the PSB.
