Specifications

Specifications include, but are not limited to:The PEI community planning process, which included focus groups, community forums, and survey completion, resulted in the identification of an after school and parent education program, along with Cognitive Behavioral Intervention(s) for the African-American population as a priority and necessary intervention in order to prevent the development of mental health problems. The Riverside University Health System - Behavioral Health seeks providers who can implement the BRAAF project as outlined in this RFP, which targets African-American boys who are in middle school and their parents/caregivers within Riverside County. The County seeks qualified bidders who will administer and provide the three programs as described in this RFP as one comprehensive program within the mid-county and desert regions. Specific outreach, engagement, and linkage services will be to individuals and parents/guardians as outlined in section 3.2 of the RFP. Collaboration and partnership is encouraged and preferred. The primary program goals of this project are to reduce the risk of developing mental health problems and to increase resiliency and skill development for African-American males enrolled in middle school from the target communities in the mid-county and desert regions of Riverside County who are most at risk of developing mental health problems. Goals for the project include: increasing positive cultural identity for youth and their caregivers, increasing resiliency traits, and reducing depression, anxiety, and trauma symptoms. The program will provide services in culturally appropriate settings, incorporating African-American philosophies and traditions as described in this RFP. The setting for service delivery will not be a traditional mental health setting and will assist participants in feeling comfortable seeking services from staff who are knowledgeable and capable of identifying needs and solutions for African-American families and individuals. The services are designed to work together in a unique approach to prevention and early intervention services. The provider is expected to utilize targeted outreach to engage the African-American community(ies) by working within the community(ies) and collaborating with schools, community based organizations, faith-based organizations, and other individuals, groups, and/or services that have the trust of and connection with this population
