Building Effective Supports for Teachers (BEST)/VT Positive Behavioral Interventions and Supports (VT PBiS). Purpose The Integrated Support for Learning Division at the Vermont Agency of Education (AOE) is requesting proposals from businesses and organizations with expertise in coordinating and conducting the statewide Building Effective Support for Teaching Students with Behavioral Challenges (BEST) work and Vermont Positive Behavior Interventions and Supports (VTPBiS). Activities undertaken by the contractor will relate to the selection and implementation of evidence-based practices that prevent and address challenging behaviors.Background Building Effective Supports for Teaching (BEST) is a Vermont project that for the past several decades, has provided training, coaching and technical assistance that supports supervisory unions, supervisory districts and schools responding to the challenging behaviors and emotional needs of students. The BEST project is funded by an annual appropriation from the Vermont legislature designed to help schools meet the demands of educating students with behavioral challenges. BEST provides support to schools based on a strategic plan and annual training calendar, the goal of which is to build statewide, regional and local capacity. BEST is a multi-faceted initiative that uses the framework of Multi-Tiered Systems of Support-Behavior (PBiS) to promote and install evidenced based strategies that address challenging student behaviors through professional development, technical assistance, coaching and availability of vetted resources. Process TimelineQuestions due by: 4/01/2016 Proposals due: 4/11/2016 Project start: 7/1/20163 Scope of WorkThe successful proposal will include a detailed narrative describing how the bidder will: 1.Design, coordinate and provide high quality professional learning for Vermonts supervisory unions, supervisory districts and schools in MTSS-B. 2.Apply implementation science principles throughout the project. 3.Arrange for and provide training in Crisis Prevention and Intervention at both the initial and recertification levels. 4.Arrange for and provide additional professional learning as needs are identified or as requested by the Agency of Education contact. 5.Develop an annual MTSS-B professional learning calendar utilizing data collected through project evaluation activities and annual school assessments. 6.Plan and conduct the annual BEST/MTSS Summer Institute for up to 400 participants. 7.Participate in meetings at the request of AOE that relate to coordination of MTSS A and B activities. 8.Train and deploy MTSS-B content experts to provide coaching on an as requested basis to supervisory unions, supervisory districts and schools engaging in MTSS-B. 9.Develop a strategic plan for how to build coaching capacity and sustainability at the supervisory union/supervisory district level. 10.Arrange, collect, analyze and publish data regarding outcomes of the MTSS-B work. 11.Collaborate and communicate with key interagency partners including Vermont Department of Mental Health and organizations such as Vermont Family Network regarding the scale-up and sustainability of MTSS-B statewide. 12. Represent VTPBiS on the Northeast PBIS Network Advisory Group through online communication and by attending meetings of the Northeast PBIS Network Forum, PBIS Implementers Conference in Chicago and the Association for Positive Behavior Support (APBS) Conference. 13.
