Specifications include, but are not limited to:The scope of work associated with this study may include, but not be limited to, the following tasks: -Perform a review of existing/proposed regulations regarding biosolids treatment systems (inclusive of final disposal) and provide recommendations regarding potential impacts to the existing means and methods used by the City. -Perform an evaluation of the existing biosolids system components, beginning at the waste valve and continuing through to the final disposal method. -Based upon the regulatory review and existing system evaluation, identify viable long-term options for both the processing and disposal of biosolids at each WRF. -Investigate the potential for the use of publicVprivate partnerships, including state and/or federal investments. -Investigate the potential for utilizing regional cooperation in order to take advantage of possible economies of scale. -Provide recommendations regarding the most viable long-term biosolids processing and disposal options, including the prioritization of any required improvements and the development of an appropriate CIP schedule. -Provide an estimate of the overall project costs associated with the recommended improvements, including design, construction, construction management and contingency. -Perform an evaluation of other funding sources that could potentially be utilized to fund the proposed improvements. -Other services such as the design and/or construction management services associated with any recommended improvements that are the result of this study may be requested at the discretion of the City. All USEPA and FDEP rules and regulations regarding Biosolids Processing and Disposal shall be considered during the review of potential improvements. In addition, the review process shall include the evaluation of each identified alternative for both capital and life cycle costs, as well as long-term operation and maintenance efficiency and cost-effectiveness. Consideration shall also be given to the future expansion capabilities of all facilities. Finally, consideration shall be given to recent or pending regulations and their impact on existing and future facilities. The primary service being required is professional engineering; therefore, the firm must have an Engineering Certificate of Authorization in the State of Florida. Demonstrated individual and company experience specific to biosolids treatment, handling and disposal at municipal wastewater treatment/water reclamation facilities will be given preference. Consultants must be experienced in providing investigation, evaluation, design, permitting, construction administration, and project management services for the above-mentioned types of projects.
