Specifications include, but are not limited to:Annual Statewide NYS BRFSSThe average survey length is approximately 25 minutes, with approximately 140 questionsincluding core, optional, and state-added modules for the annual NYS BRFSS. Typically a largernumber of additional questions are included, requiring the questions to be asked via split surveymethods to maintain an appropriate length of survey.The contractor selected through this competitive RFP process will be responsible for completingthe following activities to conduct the annual NYS BRFSS, according to the CDC protocols forlandline and cell phone data collection, anticipated to begin with the 2017 survey:a. Maintain the current methodology for using list-assisted random digit dialing telephonesurvey procedures identified through CDC protocol to select a statewide probabilitysample of the non-institutionalized, civilian adult population aged 18 years and over;b. Set up and test the survey questionnaire(s) to be conducted using contractor suppliedComputer Assisted Telephone Interviewing (CATI) application software methods in bothEnglish and Spanish, and describe procedures that will be used for conducting Spanishspeaking interviews; questionnaire content for the BRFSS is revised on an annual basis(September December) with data collection occurring from January 1 throughDecember 31. NYSDOH develops the questionnaire content in collaboration with theCDC. Public health programs routinely request questions to be included on the NYSBRFSS that have neither been included on the national BRFSS nor other surveysadministered by phone. This may necessitate the contractor to perform questiondevelopment, including cognitive testing, pretesting, writing interview prompts, developingcoding for open-ended questions and performing analyses to determine the reliability ofquestions;c. Develop methods and procedures for administering the BRFSS by cell phone inaccordance with the CDC guidelines for cell phone data collection included within thisRFP;d. Collect questionnaire data in either English or Spanish from adult respondents by trainedinterviewers using CATI application software, and methodology adhering to the BRFSSprotocols for landline and cell phone data collection. The contractors responsibilities willinclude all aspects of data collection using CATI application software includingcomputerization of the questionnaire, interviewer training, interview administration, andCATI application software data management; a completed phone interview is definedaccording to CDC guidelines as an interview in which the selected respondent has beenasked all questions up to and including the demographic questions which will be used forweighting;
