Specifications include, but are not limited to: BackgroundCalifornia Revenue & Taxation Code 7280 et seq. authorizes counties to levy a tax on the privilege of occupying hotel rooms or other lodgings (Hotel) for periods that do not exceed 30 days and to establish the procedures for collecting delinquent taxes. Pursuant to this authority the County of San Diego enacted its Transient Occupancy Tax (TOT) Ordinance for the unincorporated areas of the county. The Ordinance requires that the operator of a Hotel that is located in an unincorporated part of the County register with the County of San Diego Treasurer-Tax Collector (TTC), within 30 days of commencing business as a hotel. The operators are responsible for collecting the taxes due under the TOT ordinance and remitting payment to TTC. It has been the practice of TTC to monitor and track tax revenues collected from each establishment that is registered with the County, and follow up with these establishments when reporting discrepancies are noted. Since TOT is a self-reported tax, TTC must rely on the information provided by Hotels. TTC does not have in-house resources to identify Hotels that may be under-reporting or otherwise not complying with the TOT ordinance. More detailed information on the County of San Diego Treasurer-Tax Collectors Transient Occupancy Tax Program can be found on its webpage: www.sdtreastax.com. 2.Scope The independent contractor shall provide comprehensive audit services, including, but not limited to labor, materials, equipment, fees, and document delivery, on an annual basis for the TOT Program for applicable establishments located in the unincorporated areas of the county. The purpose of the audit is to ensure TOT compliance and identify establishments that may not be reporting all revenue due to the County.
