Specifications include, but are not limited to:You will audit the general purpose financial statements of the District as of June 30, 2016, 2017, and 2018. You will also audit the Districts federal financial assistance programs, as required under the Federal Single Audit Act of 1984, as amended. The audit will be a Single Audit conducted in accordance with generally accepted auditing standards; the standards for financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States; the Single Audit Act of 1984, as amended; the provisions of OMB Circular A-133, Audits of Institutions of Higher Education and Other Non-Profit Institutions, and guidelines promulgated by the Department of Audit and Control and Education Department of the State of New York. The audit will include tests of the accounting records of the District and other procedures you consider necessary to enable you to express an unqualified opinion that the financial statements are fairly presented, in all materials respects, in conformity with generally accepted accounting principles and to report on the Schedule of Federal Financial Assistance and on the District compliance with laws and regulations and its internal controls as required for a Single Audit. If your opinion is other than unqualified, you will fully discuss the reasons with us in advance.
