Specifications include, but are not limited to:The purpose of this solicitation is to acquire services for construction of an artificial reef on the offshore of Beaufort County, South Carolina, using provided materials, in accordance with all requirements and specifications stated herein.General Specifications:Approximately 200 concrete structures of various shapes and designs are being made available to the South Carolina Marine Artificial Reef Program for use as artificial reef material. These structures include both square and round designs ranging in size from 4 to 8 feet across and weighing from 1200 to 6000 pounds each.The Artificial Reef Program is seeking an offeror with the capabilities to offload these structures from trucks, stage, load, transport and deploy them at two artificial reef sites off of Beaufort County. The two sites are PA-38 Fripp Island Reef and PA-40 Hunting Island Reef.Offeror must have a barge-and-tugboat combination capable of offshore transit. The barge must have enough deck space and/or carrying capacity to accommodate a minimum of 100 concrete structures or a minimum of 100 tons. Offeror must also have appropriate equipment onboard the barge (i.e. a crane or forklift), capable of lifting and deploying structures of this size and weight at sea. Offeror must also provide a dockside staging area in either Charleston or Beaufort County which can accommodate flatbeds or other large trucks and the ability to offload materials from these trucks.The material will be delivered to the contractor, but the contractor must offload the materials from the delivery trucks and load the materials onto his vessel. Delivery of materials to the contractor will be coordinated to accommodate the contractors schedule and ability to offload materials.The contractor will deliver approximately half of the materials to the PA-38 site, and the contractor will deliver the other half of the materials to the PA-40 site. These two sites are located less than 3 miles apart, and both reefs are approximately 5 miles off of Fripp Inlet. Due to the proximity between sites, both deployments should take place on a single offshore trip.
