Specifications include, but are not limited to: Scope of Work.A. The Contractor shall provide annual professional engineering servicesincluding but not limited to studies, graphic presentations, designs, constructiondocuments, cost estimates, and construction administration services for a termof one year and are renewable for four (4) additional one year terms at the optionof the City as permitted by Richmond City Code.B. The Contractor may be limited to submitting a bid or proposal for a project thatthe Contractor has been compensated for providing any service for preparingan invitation for bid or request for proposal for or on behalf of the City. Eachsituation will be evaluated on its own merits in accordance with City Code 21-281 (Participation in bid preparation; limitation on submitting bid for sameprocurement) and Procurement Policy No. 23 (Conflict of Interest Procurement Transactions).C. The City, at its sole discretion, may issue multiple contracts to the fullyqualified and best suited offerors. This shall be determined in accordance withthe Evaluation Criteria demonstrated in Section 4.0 (Evaluation Criteria) ofPart I (Statement of Needs).D. The Contractor(s) under contact for annual services will not be restricted fromresponding to RFPs and seeking other City Architectural/Engineering servicework as may be advertised by the City.61. The Contractor may be tasked to provide all necessary services for study, investigationdesign, design management, project management, construction management, andconstruction inspection services, on city, state or federally funded projects, includingbut not limited to the following services:A. Field investigations, planning studies, analysis, assessment of needs, prioritizationand ranking of recommended actions, preparation of preliminary and final costestimates, preparation of scope of work, designs, design management, projectmanagement, construction management, construction inspection services, otherutility related projects as assigned.B. Any stage of project development such as initial field review, planning and scoping,feasibility, preliminary plans, preliminary field inspection, utility field inspection,public hearing, field inspection, right of way acquisition plans, utility relocation,final plans, procurement and bidding, construction administration (constructionmanagement, construction inspection, material testing and consultation duringconstruction).C. Specific tasks may include, but are not limited to:1. Project quality control and constructability review.2. Value engineering.3. Project schedule review and delay claim analysis.4. Cost estimating.5. Expert testimony.D. Advising and consulting with the City on critical or complex construction issuesas requested.E. In times of declared emergency response or when directed, providing damageassessments or engineering as required.F. Providing a program manager who is a Professional Engineer to oversee, manage andexecute all assigned work as directed. The program manager will serve as primarypoint of contact for the Contractor.G. The Contractor shall submit and maintain a schedule (preferred format: MSOffice/Projects) throughout the course of each individual Project Task Order toinclude, at minimum, project milestones, critical path, actual vs. scheduledcompletion dates, and actual vs. scheduled costs.H. The Contractor shall submit a uniform proposal submission sheet that lists the WorkBreakdown Structure and proposed hours for the assigned tasks with a separatecolumn for actual hours that would be required to be submitted with the invoice.I. The Contractor shall assist the City in performing all intra-governmentalcoordination, interface, and concurrence to include submission of required forms 7and documents for review and incorporation of the results of the review into theplans.J. The Contractor shall comply with any additional requirements imposed by thefederal or state governments for projects that are funded with federal or state grantor revolving loan funds
