Specifications include, but are not limited to:TECHNICAL SPECIFICATIONS 1.0 SCOPE The provisions contained in this section are intended to be cooperative with, to supplement, or to modify Instructions to Bidders and Terms and Conditions. In case of any conflict with such sections, the intent of any kind and all Technical Specifications shall govern. 1.1 General 1.1.1 The purpose of this bid is for the collection, removal, processing, and marketing of recyclable paper products including confidential documents and commingled containers to include steel, glass (green, brown, and clear), aluminum, and plastics (bottles, cans, jars, yogurt cups, butter tubs), produced by the County and its auxiliary organizations. 1.1.2 The County's objective is to reduce its total solid waste output through recycling. The bulk of this material consists of mixed office papers and old corrugated containers and other commingled containers (steel, glass, aluminum and plastic). Significant quantities of clean computer paper, white copy paper, newsprint, and other specific paper products are generated at some sites. 1.1.3 Bid prices are subject to automatic adjustment over the life of the contract as follows: "The bid price paid for paper collected under this contract shall be routinely adjusted, up or down, on July 1st and January 1st of each year (including the first year) to reflect 50% of the difference between the Index Price current at the time of bid and the latest index price* published as of those dates." In effect, this provision allows the costs/benefits of future market fluctuations to be shared between the Contractor and the County. This variance shall be reflected in the revenue shared with the County by the Contractor, rather than as a change in the pickup price per bin. 1.1.4 The index price is that published in the Mill Trade Journal's Recycling Markets, published twice monthly by the N.V. Business Publishers Corporation, Avon-By-The-Sea, N.J. 07717. 1.1.5 Mixed Paper - includes unsorted mixtures of recyclable paper products, including varying percentages of white papers, newsprint, colored papers, file stock, junk mail, magazines, journals, kraft bags, old corrugated containers, and other paper products collected in bins. 1.1.6 White Paper - includes copy paper, white ledger grades, computer printout, collected in containers or bins. 1.1.7 Newspaper - includes newspapers collected in containers from library newsrooms and other sources. 1.1.8 Corrugated Cardboard - includes old corrugated shipping containers furnished flattened and separated from other paper grades. Currently, the County has six (6) six (6) cubic yards front loading "dumpster" type containers. 1.1.9 Containers - includes glass (brown, green, clear), plastic (bottles, cans, jars, yogurt cups, butter tubs), steel and aluminum, collected commingled, but separate from any paper products.
