Specifications include, but are not limited to:The purpose of this Request for Proposals ("RFP") is to solicit proposals for disposal of municipal solid waste ("MSW") generated by and/or collected by the City of Atlanta ("City"). Information provided in response to this RFP will be used by the City to establish a contract with a qualified source(s) that shall furnish disposal services including all labor, equipment, materials, tools, insurance, supervision and all other items necessary and specified for the disposal of MSW as stipulated herein. The City of Atlanta provides weekly curbside and backyard collection of MSW to approximately 100,000 single-family units, twice a week service commercial container collection of MSW to approximately 30,000 multi-family units, and roll-off collections for community events. Currently, MSW collected by the City is delivered to three (3) privately owned and operated transfer stations for disposal. These transfer stations are located in unincorporated Cobb, Clayton and Fulton Counties. About 110,000 tons of MSW is collected annually. Other material generated by the City and disposed at the current disposal facilities include approximately 65,000 tons (though amounts can significantly vary) annually of Wastewater BioSolids (e.g. sludge, cake, etc.), ash (e.g. residual from incineration of Biosolids), grit (e.g. sand, rocks, egg shells, coffee grounds, and similar materials), wastewater screenings (e.g. MSW contaminated with sewage), water system influent screenings (e.g. leaves, plastic bottles, twigs, etc.) and similar materials from unit cleanouts. Materials may periodically be in a form, which requires solidification by the landfill prior to disposal as they do not pass the paint filter test
