Specifications include, but are not limited to:The Department developed a regulatory program to implement M.G.L. c. 140, section 6B, Food allergy awareness, in all food establishments in the Commonwealth that are licensed common victuallers or innholders serving food. As part of this program, Department regulations will require all persons in charge and all certified food protection managers, as those terms are used in 105 CMR 590.003, to view a training video about serving customers with food allergies and with celiac disease-related food intolerance. This procurement seeks up to eight (8) vendors to provide this training video to the above-named food service employees.No Commonwealth funds will be expended for this agreement. The successful bidder will be allowed to charge a reasonable fee not to exceed $10 to all individuals who view the training video. There is no requirement to provide a test at the conclusion of the training session, but the trainer must provide each attendee with a certificate of basic food allergen training. The trainer must also provide the Department with an electronic list of all individuals who complete the training. In 2010, approximately 30,000 people watched the video training and their certificates will expire in 2015. There are approximately 24,000 food establishments in Massachusetts that will be covered by the allergen requirements, comprising approximately 64,000 individuals who will be required to view the video. Certificates will have a 5-year expiration date.The required video provides current information about food allergies and celiac disease-related food intolerance, including but not limited to the major food allergens; celiac disease and the food intolerances that it produces; symptoms of allergic reactions and celiac disease-related reactions to food; and procedures that restaurants should follow in educating customers about food allergies and celiac disease and steps that restaurants should take if a customer has an allergic or celiac disease-related reaction to food.Because the requirements apply throughout the state, the successful bidder must have the capacity to provide training sessions in all parts of Massachusetts and/or training sessions open to people from all parts of the state, with the FAAN (now part of Food Allergy Resource Education, FARE) video. Entities that are experienced in managing both classroom and on-line training programs, especially within the food industry and to adult learners, are encouraged to apply.
